Federal Capability Overview
Burgess Infrastructure & Engineering Group, a division of Kingston’s Manufacturing, LLC, is an integrated infrastructure delivery platform providing construction, fabrication, and industrial support services across public-sector and select private-sector programs.

The Group operates through specialized internal divisions supporting site work, heavy civil infrastructure, pile foundations, structural steel fabrication, modular assemblies, and erection services for federal, utility, and EPC-led projects.

Kingston’s Manufacturing, LLC serves as the fabrication and execution arm of the platform, providing AISC-aligned structural steel fabrication, modular skid production, and field installation support in accordance with approved drawings, specifications, and contract requirements.

Our operating model is intentionally structured to integrate with Owner-Furnished or Prime-Designated engineering, inspection, and QA/QC programs. Engineering authority, inspection responsibility, and final acceptance remain with the designated Prime or Owner, allowing our teams to focus on disciplined execution, schedule reliability, and audit-ready documentation.
Burgess Infrastructure & Engineering Group is positioned to support complex infrastructure programs requiring defined scope boundaries, controlled execution environments, and scalable capacity across multiple workstreams and contract vehicles.

Core Federal Infrastructure Capabilities
Burgess Infrastructure & Engineering Group supports infrastructure programs involving, but not limited to:

• Site preparation and earthwork
• Heavy civil and industrial infrastructure
• Pile driving and pile-supported foundation systems
• Structural steel fabrication and erection
• Modular assemblies and skid-based infrastructure
• Utility and power-related infrastructure support
• Civil-adjacent construction and specialty structures
Execution is performed in coordination with Owner-Furnished or Prime-Designated engineering, inspection, and QA/QC authorities, consistent with federal risk-allocation best practices.
Operating Model (Federal Alignment)
Our operating model is structured to integrate seamlessly into federal and utility procurement environments where:

• Engineering authority remains with the Owner or designated Prime
• Inspection and acceptance are governed by agency or third-party programs
• Scope boundaries are clearly defined and contractually enforced
• Documentation, submittals, and change management follow traceable workflows

This structure reduces risk to contracting authorities while supporting repeatable execution across multiple sites and contract vehicles.
